At this point of the process, Congress has (hopefully) assigned responsibility to a governmental agency to address the problem and the agency is quietly working with stakeholders (including State and localities) to address the issue.

Evidence at the post-problem stage of the issue attention cycle is evidenced by the research of scientists, scholars, non-governmental organizations, and non-profits.
